Why do some of these fast food joints and franchise restaurants advertise for careers?

Consider that most of the cashiers, cooks, servers and other staff last for at most a year, occasionally longer. Some are just summer staff or casual/special events. Why do they do this? To deceive? It is also not an ideal job or career. E.g. some retired people and housewives work at diners for extra money as well as college students.

Management and supervisory roles can most certainly be careers. The idea is to work your way up tfrom cashier, cook, etc. to positions such as manager or supervisor.
